The Professional Standards Authority (PSA) has published new guidance to support UK health and care regulators in using expanded powers to resolve fitness to practise (FtP) cases without the need for a public hearing.

This shift, enabled by forthcoming legislative reforms, introduces a process known as “accepted outcomes,” designed to streamline decision-making while maintaining public protection.

Under the accepted outcomes model, regulators can conclude cases where the registrant agrees to the facts, accepts impairment, and consents to the proposed sanction. This approach is intended to be less adversarial, more efficient, and proportionate—particularly in cases where a hearing would not add value or clarity. The PSA guidance outlines key considerations for regulators, including when a hearing remains necessary to test conflicting evidence, assess insight, or uphold public confidence2.

The guidance also advises on transparency, decision-making accountability, and publication standards. While hearings will still play a vital role in complex or disputed cases, accepted outcomes offer a flexible alternative that prioritises fairness and regulatory agility. As reforms progress, regulators are encouraged to align their processes with PSA principles to ensure consistency and safeguard trust in professional regulation.
