The Health and Care Professions Council (HCPC) has launched a consultation on updates to its sanctions policy, aiming to improve consistency and strengthen decision-making by independent fitness to practise (FTP) panels.

Key proposed changes:

  • Sanctions for discrimination – Making it clearer that all forms of discrimination are unacceptable.

  • Breaches of professional boundaries – Providing more guidance on assessing misconduct.

  • Sexually motivated misconduct – Helping panels evaluate intent and state of mind.

  • Transparency on interim orders – Clarifying when they should be applied.

  • Guidance on dishonesty – Assessing how dishonest actions impact trust and cause harm.

  • Evaluating apologies – Helping panels assess registrants’ responses when things go wrong.

  • Aggravating and mitigating factors – Enhancing transparency in decision-making.

The HCPC has worked with professional bodies, unions, and panel members to ensure the proposed changes meet the needs of both the public and the professions it regulates.

The consultation runs from 29 May 2025 to 1 September 2025, and stakeholders—including registrants, employers, education providers, and the public—are encouraged to share their views.
