The General Dental Council (GDC) has concluded the final stage of its procurement process for a new contract to deliver the Overseas Registration Examination (ORE) Parts 1 and 2—an essential gateway for internationally qualified dentists seeking UK registration. The announcement, made on 23 October 2025, marks a pivotal step in strengthening the UK’s dental workforce and safeguarding public confidence in professional standards.
The ORE assesses whether overseas-trained dentists possess the clinical skills and knowledge required to practise safely and effectively in the UK. Successful completion of both exam parts is a prerequisite for registration, which in turn enables dentists to be subject to the GDC’s fitness to practise framework. With the new contract expected to increase exam capacity, the GDC aims to reduce bottlenecks that have historically delayed entry into the regulatory system.
“This milestone is not just about exam logistics—it’s about ensuring that qualified professionals can be assessed, registered, and held to the same standards of care and conduct as their UK-trained peers,” a GDC spokesperson noted. “Expanding access to the ORE directly supports our statutory duty to protect patients and uphold public trust.”
The procurement process, described by the GDC as “rigorous and competitive,” was conducted UK-wide and is now entering the final contractual phase, with completion anticipated by year-end. Once implemented, the new arrangements will allow more overseas dentists to progress through the ORE in a timely manner, enabling their inclusion in the GDC’s fitness to practise regime sooner.
The announcement comes amid growing concern over workforce shortages and delays in registration for overseas professionals. Stakeholders have long called for reforms to the ORE booking system, citing stress, inefficiency, and wasted talent. A recent petition launched by Dentistry.co.uk urged the GDC to introduce a priority booking system to better support candidates who have repeatedly attempted to secure exam slots.
In the coming weeks, the GDC will release further details on the contract award, delivery timelines, and expanded exam capacity. For now, the regulator has thanked candidates and stakeholders for their patience and engagement throughout the process.
